The university that I attended sent part of my student financial aid back to the government. Is there any way I can get that money back to me. If not how can I not get charged for it?I needed that money and the school claimed that I didn't have the need for it and that it was against school policy and sent back my money without consulting me.

If they sent that money back then you cannot be charged for it. If the school is trying to charge you the difference then you need to prove Financial Hardship, this will allow you to reapply for school loans.

You don't get it back. Whatever money was returned is reflected in your student loan balance with the government. YOU don't control how much you get from the school, the federal government does. If you don't meet the criteria the school has to send it back and they don't have to consult you either.

School policy may dictate that any funds that cannot be applied directly to tuition/fees are to be returned to the government.

Follow up. If it doesn't, there may be a way to get it (but it is a long shot).
If it does, there isn't anything you can do. Sorry!

Some colleges do not send money back to you if there is money left over after your tuition is paid, I know that is a fact with most online colleges. You will not be charged for it.
