I think it is almost impossible to be really close to someone who is on the other side of the ocean for two years. Your friend may have dumped him but it was not for 'no good reason' - they cared enough about each other to get engaged, for God's sake.
Maybe she and he both don't want to talk about the reasons for their breakup. You don't need to talk to her unless you think that there might be something you need to understand about their relationship.
If you keep in touch with him and you two are really close, even while he is in Germany, you need to spend a lot of 'face-to-face' time with hiim to know if he would be the right person for you in a relationship.
If I were you, I'd keep dating and stay in touch with him. When he comes back to the states, you can get to know him better but you won't feel desperate to make it work.

Seems to me that you already have your answer. Good men are hard to come by. If he's what you wnat and he wants you too, then go for it. You'll both find a way to make it work. Don't worry about her, she's got what she wants.

long distance relationships are hard but if you think it will work go for it.
your friend is married now so you needn't ask her, she didn't want him that's her loss!

most importantly just follow your heart
