Sorry, but you've gotten so many bad answerers, except for one or two people. Your dogs have pack issues. The ideal thing to do is to become the Pack Leader, and this will stop. Lower ranking pack members do not fight in the presence of a Pack Leader. With that said, if you do not want to bother with becoming a Pack Leader, get yourself a dog crate, and rotate the dogs back and forth. Leave one dog in the crate for a few hours, and leave the other one to run free, vice versa. Keep them separated at all times, and you won't have this problem anymore, common sense. I had this problem too when I added my third dog. The jealous dog is treating you as a resource and guarding it from that dog. You need to assert yourself as the leader. Remove the jealous dog when it acts aggressive.

i had this exact problem. and my other dog would not fight back. I actually lifted the bad one up and the other came up off the floor too because she had a hold on her that tight. This is not mean get a muzzle. every time she even turns to look like she is going to bite put the muzzle on her and tell her you bite you get the muzzle. put it on for about 5 minutes. within a few months you should be able to be muzzle free. she will get it. mine have. all I have to do is say muzzle and she runs and hides under the bed.

Get ride of the mean jealous one and keep the nice one, seperate them, and anyways why do they get jealous? Did you give one more than the other? Well, if you did, you did a wonderful job. No, you did a AWFUL job. However, if you didn't, i don't know why they get JEALOUS.
