A hawk that eats chickens. It came into popular usage in the U.S. from a Warner Brothers cartoon character, Foghorn Leghorn. Cartoons about this rooster always had a very tiny but aggressive chickenhawk character who was always trying to catch and eat this big, fat rooster with an obnoxious Southern accent.

The term chicken-hawk describes a person who supports a war but refuses to fight in it. Essentially it means "loudmouthed, saber rattling coward". It was originally coined to describe conservatives, who in the 60s supported the Vietnam War but found ways to avoid serving overseas either through deferments or through stateside National Guard duty. Vietnam era chicken-hawks include such notables as: George W. Bush, Rush Limbaugh, and Newt Gingrich.
Today the term is applied to those who support the current wars in Iraq and Afghanistan but again refuse to fight or in the case of the Baby Boomer chicken-hawks refuse to allow their children or grandchildren to fight overseas. Chicken-hawks tend to vocally support wars, plaster their cars with patriotic logos, and frown on dissent but when push comes to shove they always find some excuse not to fight in the wars they support. To chicken-hawks wars are fine as long as it is someone else doing the fighting and dieing.
