When they built the code for Windows Me they used the older dos kernel. This kernel doesn't support independent memory spaces for each program as Windows 2000 - Vista does. Thus, it's easier for softwares to totally crash the system. My suggestion if possible is to upgrade to 2000 at least. If that isn't an available option, make sure that your computer has updated for drivers and softwares that you do run on the system. This will help remove current software design flaws. Also it doesn't hurt to review what programs run in the background eating up all the system resources. Run MSCONFIG at Start Menu
Start Menu -> Run , type MSCONFIG and enter.
This program will allow you to manually enable or disable programs that start or run within the background. I'd focus on the start-up section because that is where most of the programs are. Services, are memory intensive, but you should avoid them unless you've researched exactly which service does what.
Be aware that if you don't know what a specific service or start-up program does, do not disable it without trying to find out what it does first. If you disable a program that you don't or rarely use to begin with, you might as well uninstall it through Control Panel. After all said and done, it won't hurt to remove unneeded software, defrag the drive and scan for viruses.

Windows ME is Windows 98 with a pretty name, but the same trouble. It is not even supported anymore. Sounds like your running to much stuff on an old computer or a virus(worm, spyware etc) has you.
You are probably running some newer programs on an old system. New anti-virus programs and other software are max'ing out your system. I have an old ME in the closet I use only because my old camera software will only run on it. I can't run some newer programs or it crashes and hangs.
If it ran better before you can try checking for spyware or viruses. Good luck

Windows ME was the Microsoft release that never should have been. Very few companies made drivers for it, so it was hampered from the start. Your best bet is to upgrade to Windows XP at the least, or Windows Vista. There is NOTHING that can help it. Sorry...

Try reinstalling it from the start.
You could also just ditch it and get linux :) ubuntu is very user-friendly and easy to install.
ADDED : not to mention FREE and OPEN-SOURCE :)
