Duh! All women like to be complimented. Some situations would make it inappropriate. If you're married and a woman who is around the same age as your wife, and you tell that woman you think she's pretty, -not a good idea. If a lady is looking like a lady, even if she's a stranger you can say you look very pretty, or you look pretty today. Even if the gal gets a little weird or thinks you're hitting on her, she'll still be flattered. Even if she's a lesbian, doesn't matter all women like to be told when someone notices how pretty they are looking.
Also, "pretty" is not as deep as "beautiful" or "gorgeous" so no need to feel like you're expressing your feelings, just merely noticing her pleasant appearance.

Yes. But it depends on how you say it and how the person reacts to it. A simple compliment like "You look really pretty today" could be considered sexual harassment in the work place, or annoying if you told a woman on the street that.

Sure - but where do you go from there? There's no answer for "Boy; you're really pretty..." In fact it can even be a little creepy. It's better to comment on something that the woman had some control over like: "Wow - that dress is a great color on you!" or "I like the way you've put your outfit together" or (best of all) "Hey-great shoes!". Any of these initiate a better conversation than a comment that says more about her DNA than anything else.

if it's said like that, then yes. i would consider it a wonderful compliment. don't be a stalker but a simple" i just wanted to tell you that i think you're a very pretty lady" would be lovely.

It depends on how you say it.
Some guys same things like, "Has anyone told you that you're beautiful?"
Now, on the surface, this may seem like a compliment, but I actually find it quite offensive, because they are obviously assuming they are the first person to ever tell you that you're beautiful.
Or sometimes, guys say it in a derogatory way, like, "Gee, you're really pretty for a smart girl".
Again, this is pretty offensive, because it's implying that smart girls aren't pretty.

I think it can be a wonderful compliment providing that it is done with respect. I have been told that in the past and it has literally made my day.

speaking as a woman, i get that compliment all the time. I find it to be flattering and you may make a ladies day if she hears it..

Depends on the context. Generally I think it would be a compliment unless it was in an objectifying way, like it's her only quality.
