The last few years I've noticed that I have these white, circular spots (not raised or anything, even w/my skin) on my legs. Doesn't matter if I'm in the pool, in the sun, getting dressed, etc. They are just there..........and no they aren't always in the same spot. What could this be?

There is a type of fungus that will de-pigment the skin. It's like ringworm, sorta. Perhaps that is your problem.
