the meters that do not provide receipts

I haven't seen any parking meters that do give receipts !

If there is a new kind of parking meter that gives reciepts, it's news to Northern California.
We have new kinds of parking meters that have digital displays so are hooked up to power and networking (in an urban core where an empty spot is filled in less than five seconds, it's useful to know when a meter is expired.) They also have a slot for a credit-card like device for payment. But no reciepts.

There are loads in London, esp around Soho Square

My city, Grand Rapids, MI still has that.
I'm sure lots of towns do that haven't "upgraded" to the new kind.
