Was it a flea collar? Some cats are very sensitive to them.Its obvious that your kitty had some sort of reaction to it.You should remove it and take the kitty to the vet as it is probably going to need some antibiotics.It may not be able to wear a collar. Good Luck!!

The cause could be an allergic reaction. It could also be that the cat didn't like the collar and scratched itself raw. First of all, I'm assuming that you've already removed the collar. If you haven't, you should do so immediately. Consult your vet about topical medications that are safe for cats if you have the means. If finances are more limited, you should be able to find something at a local pet store.Get an antibiotic and also something for the itch. Check the labels very carefully!!!! because many over-the-counter pet meds will state very clearly "Do not use on cats". If it persists, take it to see a vet (regardless of whether or not you have already taken it.) Also, if this cat has contact with other cats, check them to see if it's happening to them as well.

What sort of collar was this? Was it a Flea Collar? Has the Collar been fitted to tightly?
Bathe the area in a dilute salty water, about a teaspoon to a pint. If it still looks sore in 24 hours after the collar has been removed then I would take him to your vet for a check up. If you are worried about the cost, ask if one of the nurses could take a quick look and if they think its bad then see the vet

The collar can be tight for him, try to loosen it, since he is still a kitten. Ask a vet what you can do with his irritated neck.

Its causing a reaction with your cats body chemistry ,maybe try a different collar and put some hydrocortizone on it to clear it up and provide a protective layer on skin.
