I rather doubt there is anyplace in America that is guaranteed to be 40 degrees or above, except perhaps in Hawaii, and even there I don't think it is absolute. After all 40 degrees is 8 degrees above the freezing point. Even in California and southern Florida, you hear of frost damaging the crops.

The lowest temperature recorded was 52 degrees in November 1999 on St. Thomas, US Virgin Islands.
So ithe tempature has never been lower than 52 degrees there.
