i have a question but i think it stuiped though. my little dog had his penis out is it horny o what?

it because when my brother friend gave it to me she said she doesnt know about what happen to the dog penis. it s soo red. cuz he has it out when he was born. thats what she said to me. but i dont know can anybody help me?

It is not stupid question. When our female dog was on heat (4) my male dog was with all off them and it happened to him.
I took him to the our vet - he said the membrane that is taking the penis back isn't working so good - he gave me same ointment to put on while I was doing that I had to push back his flesh over the penis and it help my dog. I fix my female dog now.
