The parents should be in trouble, but also the child needs to know it was wrong.
I would blame both parties and give them both punishment.

I think the parent should be charged with child endangerment, and criminal negligence under existing laws-
The slippery slope concerns I have are
1) an attempt will be made to make a seperate special gun-related law whihc will in turn be used and manipulated by anti-gun factions into a larger law touching on unrelated issues,
2) An extension of the principal at play here- what if your 15-year old kid takes your car out for joy ride?

Here in Canada parents could get charged with unsafe storage if a small child got hold of a gun in the house. We have very specific requirements in our laws that stipulate where and how the guns should be stored. If this is done properly kids wouldn't be able to get them.

It depends on the situation. If a parent was irresponsible and left guns lying around and never taught their children gun safety, then absolutely punish the parents. But if the kid got the weapon from another kid, or something to that extent, then the parents should have no legal responsibility to the crime.
I feel that there is nothing wrong with children owning firearms as long as they are taught how to use them properly and responsibly. I'm 17 and have several rifles locked in a safe in my closet for several years now. I treat guns with respect and use them safely, as all gun owners should. I mean at age 18 it's not like your brain automatically switches into "Mature Mode", I believe that as long as you are mature enough to use firearms properly there is no reason as to why you shouldn't be able to have one.

The parent should face a heavy fine. I live in Florida and sometimes are law can make the child go to jail. I think that is how it works.

if they dont know where the gun came from how do you know he got it from the parent, but if he did maybe under some cases the parents should have to face a penalty, but i dont think so in all cases
when i say how do you know he got it from the parent, i mean the kid is a murderer so its not like you can put robbery past him

i agree with the first answer. but i think that the parents first should get a warning the first time this way they would know better and would think twice. and the child should be talken to what is wrong...
then if they do it again then they should have some kind of punishment
