It could be a lot of things, but my dog gets it too. Certain breeds seem to have more problems with that area. I clean around my dog's eyes gently. I also clean his ears. The vet has supplied a solution for the ears. I simply use a warm clean damp cloth to clean around the eyes.

There is a tear test that the vet can do to see if it is a problem with tearing.

My dog had very dry eyes and needed an ointment twice a day... called Butler Artificial Tears. It cleared up all the crud from forming around the eye.

All dogs get the dark eye "boogers." Really all you can do is wipe them out with a tissue when they form. Because dogs are low to the ground and play outside, they get a lot of dirt in their eyes. The dog's body's defense is to wash them out of the eyes, where they collect and get crusty. Sure, it's unpleasant, but not harmful.

If your dogs eyes are tearing a lot, or have blood or light colored goo coming out, take him to a vet asap. Then it is probably and infection or allergy.
