For a test, no.

The best way to learn new vocab is by reading.

Keep in mind, it doesn't matter what we think, it's what your teacher thinks.

However, I would not let you use it. Depending on your situation, I would just have you ask questions reguarding the words, and maybe try to re-phrase the word so you might be able to get it.

To improve your vocab, do a lot of things.

The best would be to read. Quality books are the best to improve your expanse of vocab----underline words you don't know when reading it and look those words up.

However, I would also read the other "less quality" types of things as well. Watch TV/movies & write down/look up words you don't know in that context as well.

While the "quality" books will improve the depths of your vocabulary, the other stuff will allow you to improve your coloquialisms

Yes, because that's the whole point of having a dictionary.
To improve the vocab, you need to read good English books as well as find new words along the way. Then use it in a writing or something like that.
I use my web site to improve my vocab. I use new word in sentenses on my web site.

The whole point of a dictionary is to use it in order to improve your English. It doesn't do any good on the shelf.

Newspapers and magazines (quality ones) are an excellent way of increasing your word power.

No, I would not allow any reference books to be used during an exam.

Read more, that will improve your vocabulary. Not just anything, like a Tiger Beat magazine or the likes, but literature from renowned authors. When you come across a word you don't know, look it up.
