you can get around with only public transit as I do the same
thing and I don't even drive (I do have a bicycle which helps
the public transit in Los Angeles is pretty manageable once you
know where you are going
plus they have an excellent deal an all day bus pass
for $3.00 which really doesnt expire until 3:00am the following
day.. good on all metro operated routes thats includes
the subway, and light rail
plus Metro also offers rapid bus service on major
corridors (Wilshire ), Vermont, Western,
and express buses in some areas as well
so no you really do NOT a need car in Los Angeles
and if you need transportation in a hurry there is always
a taxicabs.

The public transportation system, such as it is, will not provide for all of your traveling needs. You really will find a car to be a necessity. If you need to travel at 3 am, or to some out lying area for what ever reason, the public transportation can't help you there, only a car will.

this all depends on where you live and where you would work. It varies for me i work in Downtown and I can take the Metro train to and from work but take a car instead.

You need no car its better if you have its still busy. ALL the major streets have buses and many places have trains. Emergency use taxi cabs.
