yes, they're available at most home improvement and hardware stores. They are technically called a masonry drill bit. They have a tip that resembles an arrow head and work wonderful for all glass/ceramic.
If your drilling a small piece, be sure to make a block to hold your piece while you drill - keep your finger away from it or it will bite you. Use a clamp too.

Yes, but you will have to have a *very* high speed drill (15,000 RPM minimum) to be able to cut with it.
