You can contact your state's licensing agency if you are the regeistered or legal owner of the car. If you loaned someone money and was put on the title as the lienholder, you will have no problem getting the info for free, if you are not associated with this car at all, you will only receive non-personel info, but free info is better than no info. Anything Carfax has, your state has, that's where those companies get there info from.
