Does paying a waiver for a citation consider you convicted of the crime?

A drunk and disorderly conduct citation.

For traffic ticket and the like you can file "Nolo Contende" which means you are not admitting guilt, but don't want to hassle with going to Court, so you are just paying the fee.

What was the citation for? Some things are not considered a criminal act and you just pay a fine i.e. non registration of a vehicle. I guess it would depend what it is.
