the cheapest way to go is to start checking your local pawn shops, keep in mind you need more than what you have listed there, the biggest is you are gonna need power and you're gonna need a pa system to run everything through, don't buy a cheap mic., a decent vocal mic that's worth buying is gonna be at least 70$, you also have to buy all the cables to hook it all together, as far as buying it new check out woodwind and brasswind, sweetwater, and musiciansfriend.com
if you're looking to buy all of the instruments and sound equipment you're gonna have to expect to spend around 2,000$ if not more

musiciansfriend.com
ebay (if you can find something you want on musiciansfriend, try searching it on ebay for a cheaper price)
your local newspaper- it has worked wonders for me. I got my drumset and a guitar from looking around on the paper.
if you have any connections with musicians, they usually have good insight on whatever you're looking for.

for drums, for beginners, almost any beginner set will do, maybe pacific or a cheaper pearl or tama.

for guitars, do NOT get a squier. You're better off getting a beginner's ibanez set instead. But depending on what kind of music you play, ibanez and jacksons are good for rock/metal and fender strats are a good all-around style guitar.

microphones, you don't need to spend your lifetimes savings for a mic. some of the package deals on musicians friend are pretty good, just make sure you buy a good mic cable (REALLY important). I spent more on my mic cables than I did on the mic and stand together (I suggest livewire or mogami cables)

hope this helps!

The Guitar Center has a lot of good sales. My drum set cost about 300$ from their and my brother and sister got two guitars their both about 200$ each. They have a lot of major sales too.
