We had our Civil Partnership last year and we did a wedding list in Debenhams so they may do something similar. If you are not sure why not ask them if there is something special that they would like. To be honest it is the thought that counts.

Do you have or could you get a really nice picture of them both and put it in a nice frame,or see if you can get them a gift voucher for a photographers studio for a photo that isn't a wedding picture?

If they are already living together they probably already have lots of practical stuff. You could get them a really nice picture frame or album with a photo of them both in.
Or a really nice food/wine hamper, or bottle of wine depending on your budget. How about a pair of matching wine/whiskey glasses.
If they have a garden, how about a plant for it, kind of different, but long lasting. You can get hundreds of roses, you could maybe pick one with a name that had relevance to them?

gift cert. to nice restaurant so when they are too busy to cook they can have a night out. I know, gift certificates are tacky but if they have it sitting around they will feel they have to go. I think giving them private time together is more impotant than something that sits on a shelf like a crystal vase

I agree with wide awake. Anything one would purchase for a wedding would be quite appropriate.
If in doubt, I would go to various shops and attempt to find something unique, like a statue or something else in my budget.

I would get them a nice silver photo frame with their names and date of ceremony engraved on it.

Something for their home, as an affirmation of their partnership. What exactly depends on them, and your budget, just like it would for any wedding.
What would they use and appreciate?

Why would this be any different from other weddings you have attended?
Pick a gift that you think they would like that is within your budget.
