I had one of those it works GREAT!, if you put it on the lowest shock it isnt bad at all. I was scared to use it on my dog so i tried it out, It scared the crap outta me, but it didnt hurt at all.
I have friends and family that went out and bought them because they work 100%, and NO they do not harm the dog, it just scares them, Pet stores and Vets wouldn't sell it if it harmed your dog.
I got mine at the vet. $100.00 worth the money.

Wow - good luck. Is your dog indoors or out? I'd be surprised if indoors your neighbor could even get a court to take a case. It's the same as a teenager playing music loudly, in my opinion.
In our city, we asked and there was nothing we could do in terms of the cops coming out, so I wonder about a lawsuit. Our neighbors both have dogs that bark constantly, but they are outdoors.
I hope that collar would work.
If not, personally, I would just move.

Myself, I wouldn't bother investing in something that can be really expensive and then maybe not work. There are less expensive ways to cut down on the barking, and if they don't work you're not out any money.
Have you crate-trained the terriers? If not, look into it. Most dogs, when in the crate, calm down because it's their personal space and will laze the day away.
And always before you leave for work: Wear 'em out. Take them for a run, tear around the house with them, even letting them tear after a flashlight beam works great. Then they're more likely to relax instead of make your neighbor's ears bleed. It's annoying, yes, but do-able. Completely do-able.

The best anti-bark collars spray a bit of citronella. The shock ones can be kind of hard core and may give your pet emotional issues.
It is important that anti-bark collars be left on at all times. Otherwise the dog will freak when you go to put it on when you leave.
Your dogs can be trained to not bark at the door, contact a trainer (not the ones at big pet stores, they're no good) and with consistency you definitely can train your dogs to not bark.
Very worst case scenario is to get your dogs "de-barked" - a vet removes their vocal cords. This is horrible mutilation and definitely a very very last resort.

How long are you at work? If it's more than 4 hours at a time, your dog needs to be in doggie day care. This will solve the neglect problem which is probably the reason for the barking problem.

It sucks that you have one of those neighbours who has nothing better to do than get mad about dogs barking and even taking people to court for it. After this is all over i hope your neighbour knows that he or she has shat in thier own backyard. I hope you keep an eye out for anything your neibour does so that you can take them to court, if my neibour was that annoying i would make their life in my neighbourhood a living hell.

Also, on the debarking procedure:
There's a debarked beagle cross the street from me. The hasping sound he makes is just as annoying as his old bark.
Go for the collar that sprays citronella. Tho' it'll make your house and the dog smell sort of odd. Well, at least no mosquitoes will come near you! :-D

Have you tried professional training.
Anti-barking collars have been proven to be harmful and ineffective.
