They do have menstrual pants at any pet store for the girls and they do have cummerbuns for males. These are great if you have a guy that's marking inside the house. Just be sure to change the pad inside every hour or two or he will get urine burn on his pieces and parts. That is something to watch with any apparel you place on either female or males. Urine burn is nasty and leads to infections and other, more serious complications.
I believe Sara B. doesn't understand what the 'pampers' are for.

If you mean a "doggy diaper," like a Pampers for dogs, they're already available through online pet supply places (including PetSmart's web site) and pet supply stores. It'd be just as expensive and more trouble to make them than to buy them ready-made (with a hole for the tail and everything).
If you mean "how can I pamper a dog," then the answer is always attention, companionship, play. Dogs are highly social animals who go a little nuts without enough company. Take 15 minutes or more to play with your dog and he or she will be thrilled. Also, just sitting around, brushing your dog, and talking to him or her will do just fine. No dog has ever asked for a package from the jewelry store or a tin of caviar.
If you want your dog to pamper you... well, the more you build that relationship, investing time and attention, the more you get back! When I had surgery, one of our dogs made herself my round-the-clock nurse, even to monitoring my heartbeat with her head on my chest, when I came home from the hospital. Didn't train her to do it (and didn't expect it) - she took on the job of her own accord. What dogs give us is so precious we don't often give it to other people - time and attention. Give that to your dog and your dog will pamper you!

or wrap a towel around and fasten w/ safety pins, just like a baby!
If the dog is smallish medium sized you could also use actual Pampers.

Pet stores sell them. They also sell special pants and bands for smaller size dogs. You use a sanitary pad inside to catch the urine. If you are having problems with your dog pooping, then these special pants and bands won't work, and you will have to use diapers. Just buy inexpensive diapers and cut a hole for the tail.

My local pet store did not sell diapers for large dogs (I had an Akita). So I bought small Depends diapers for adults and cut a hole for her tail.
