Technically yes, but for the most part it's only used for loan words fropm other languages (like kilo, for example).

Well, it's in there, but you hardly ever see it used. As far as I know, it's only used on foreign words that are imported into Spanish. Examples: the name of Iraq is usually written as "Irak" (since in Spanish you can't have a "q" without a "u" following it), and often on the internet you see something like "Haz click aqui" (i.e., "Make a click here").
Although, following the rule of Spanish orthography (no "q" without a "u") many times people spell that last word "clic."
