For the DUI, possibly as that is a felony or criminal charge. The unpaid fines might just be added to the cost of your passport in case you don't come back.

Yes and No. Drug (controlled substances included)convictions that are either felony or misdemeanor can prohibit a passport but only during imprisonment or probation or any court ordered program.

I would say yes you can be denied because of "outstanding" violations and may be seen as trying to invade arrest.
