I agree with "caseynlissa"- Angels; Eyes is the best product for tear stains. It is not a topical treatment, it is a powder which you add to your dog's food.

Those stains are tear stains that are caused by an abundance of red yeast production in your dog's system. Generally, any topical treatment (like the "tear stain removers" you see in pet stores) will make little to no difference in the stains. The only way to eliminate the staining is to treat the problem from the inside out.
Step one for me would be to check my dog's food. Is there red beet pulp in the ingredients? If so, that can contribute to the staining.
Step two would be to look into products like Angel Glow that are very successful in reducing, if not eliminating, the tear staining. Angel Glow contains a low-dose antibiotic that eliminates the red yeast in a dog's system over time. Tetracycline is a more potent antibiotic that can, over time, compromise your dog's immune system. Over-exposure to a stronger antibiotic can cause problems if your dog needs an antibiotic one day down the road. Angel Glow, however, contains a different type of antibiotic. A type that is almost NEVER used to treat infections in dogs, therefore lowering the risk factor involved with using it.
Step three would be to see your vet before starting ANY treatment plan to be sure that your dog does not have any immunological issues that may be worsened by the usage of a daily antibiotic.

This is from the Eye Envy website about the causes of eye stains. I have also read that maltese show breeders use a food called Life's Abundance because it doesn't contain preservatives that can cause staining, too.
Anyway, here are some possible causes of the eye staining.
1. Clogged or Shallow Tear Ducts: Studies indicate that 20-25% of small dogs and cats are born with closed of shallow tear ducts. Tears overflow because there the eyelid space is not deep enough to contain them.
2. Excessive Tearing: When the face hair is wet from excessive tearing, it becomes a breeding ground for bacteria and yeast infections (AKA: Red Yeast, which causes deep reddish-brown stains); Low grade bacteria infections may also cause excessive tearing.
3. Cutting Teeth: Cutting teeth may cause changes in the head & mouth structure of your pet, placing pressure on the tear ducts.
4. Irritation & Allergies: Some animals get hair or eyelashes into their eyes causing irritation. Many breeds are susceptible to allergies. Shampoos and other chemicals can also irritate their eyesSome foods cause allergic reactions; animals may also build an allergic reaction over time to a type of food.
5. Water: Water with high mineral levels causes staining
6. Food & Treats: Diet can play a significant role in tearing. Many commercial foods contain additives, preservatives and food coloring. This could lead to staining.
7. Fleas: Fleas survive in moisture, which they get from the eye or moth area. This could cause irritation and in addition red stains left behind may be from flea feces. These are just a few reasons. There are MANY more!!

There are a lot of tear stain removers available at any pet supply store. Also make sure that the fur around your dog's eyes is kept trimmed and clean.

If you go to your vet, he can give you an antibiotic called tetracycline and that will stop the staining. You can shave under your dogs eyes in the mean time.

Look at your local large pet store or call a groomer and ask them. I know you can purchase special stuff for this. When I bathed white poodles I used laundry bluing in the rinse water. This really whitens them up. I don't think I would use it near the eyes though.

They do sell stuff for this, my grandma got it for her dog, and when she bathed him, she would use a comb to comb the area out.
