Vagrancy is a crime in many places but rarely enforced. It carries no prison time, only a small fine. It is used as a deterrent to homeless people from hanging out an area which the locals find undesireable.

Vagrancy is an actual charge in the Criminal Code of Canada and is defined as someone who loiters about and has no job. This charge although still in the Code was shot down by the Supreme Court when the charter of rights was brought in during the 80's. So the charge is still there but is no longer enforced because it is against the charter (freedom of movement and association).

I think vagrancy sucks! Those men and occasional woman who stalk you at the gas pumps, at the grocery stores while your putting your groceries away, in front of 7-11's, AM-PM, behind you when you are winning at the Indian casinos. They pop up especially when you are already aggravated and not wanting to be bothered, or you have been having a rough day. They come out of the woodwork, occasionally working in pairs. In Paris France I seen a network of gypsies basically being vagrants for life. What I find that works the best is simply to pretend that they are not there. It works for me, I don't feel guilty because I convince my eyes and my heart and my senses that they are just not there. Like they will come up to me and say,'...excuse me....excuse me ... sir ...sir...excuse me do you got some change you might spare,...i got .$43 cents and i just need a little more to gett....or "can you help a brother out...." I pretend like they are transparent like an invisible man and look straight through them towards my original destination (the cash register to pay for my gas) but sometimes the vagrants not only will they attack you on your way into a store, but they'll get you on your way out. Sometimes they forgot that they already hit you up. They don't seem to care about already hitting you up, they do it again and again, they never run out of energy. Sometimes they build deep relationships with the store clerks who inadvertantly are helpers in their cause. I am poor myself and so it is easy for me to use my ignore method of looking right through them like they aren't even there but I know they make a killer living, sometimes making up to $200 an hour at the good gas stations in Beverly Hills, and thats all under the table. No taxes but they don't have anywhere to live other than the box mansions they fashion for themselves. They get you when you are least expecting it, and out comes the pocket change. I think they seem to think because I can afford gas, which I barely can that I can afford to give them money so they can get their fix. But it just isn't right. There has got to be some other way we can deal with this issue, like maybe add .0001% to our property taxes to make a general unrestricted fund to give to these vagrants, so as to prevent further delay at the gas pumps near you. it's mainly to protect businesses so they don't have to worry about patrons being bothered. Because it's a fine and not jail time it's rarley enforced, rather the offender is just chased down the block and around the corner. If you think about it, they won't be able to pay the fine...

Those laws where declared unconstitutional. You can't arrest someone for just for walking without money. Besides the cops only arrested black people.
