Cuz God just loved Samson for his hair! He wanted to give Samson a good reason to keep his luscious lockes.

God gave womanizer Samson "super powers" but
also gave him the weakness that if he cut his luscious
locks, he would lose his studly abilities. It was up
to Sam to protect himself.

That's a good question. Also, why did God want him to be a hippy? When he got a haircut he lost all his superpowers but when it grew back out he had them again. I guess God loves womanizing hippies.

well top contributer how do you know Sampson was a womaniser, and if he was it was not forbiden in the old testament, do not take the old covenant as the new,
