The reason WHY you haven't seen him is all important. Is it because he's doing something honorable like serving in the military or working overseas? Is it because he's in deep trouble, as in a prison sentence or had to flee the country due to immigration problems? Is it because he, you, or both of you have been seeing other people? Is it because he is in the hospital?
There is no "should" in relationships. It sounds like you want to break up. Since you're not married, that is your right. You have to live with the consequences, and so does he. Live by the golden rule and whatever you choose will be fine (do unto others as you would have them do unto you.)

I think you should! one whole month is enough.But a year. My advice to you is to ring him get on the phone and asked why he hasnt seen you for a long time. Maybe hes cheating on you.Ive heard that boys who dont want to break their girls heart just ignore them. It's only a no if he is in Iraq, or stationed in the military some where very far away for a very long time. Otherwise, get on with your life. No need for a breakup speech, just start living.

How are you in a relationship with someone if you haven't seen them in a over a year? But anyway, if u talk with him over the phone and stuff and you don't think he's changed, no. But if you haven't talked to the guy or had any communication... DUH of course you break up with him!!!

If you answered yes to any of the previous questions then in my opinion you should NOT dump him.
