There are two brands that make a C530 model and you didn't specify which one you have... but I can guess.
The BenQ C530 DOES have sound.
The Kodak C530 (a completely different camera) DOESN'T have sound.
Kodak and pretty much every other brand have economy models where they offer two versions of a camera - one with limited options and one with the full set of options for about $50 more.
The C530 is the bare bones version and the Kodak C533 is the fully featured version - it adds sound and 3x optical zoom (as well as 5x digital zoom, just like the C530).
This is supposed to give consumers more choice. Unfortunately, there are so many cameras to chose from that these differences are often looked over.

My digital camera records sounds when on video mode but cannot play it back. I can only see and hear what I have recorded when I download it and view it my computer.

I have a Kodak cx7530. With mine you can go into your menu and change your settings. Sound on or sound off.
