There are many parties, but the most crucial has to be the people in Afghanistan that support the Taliban movement, the involvement of these people is believe to be influence by the leaders who are disappointed with the past government!

The Taliban originated around 1993-1994. Naseerullah Babar, interior minister during Benazir Bhutto's second government from 1993-1996, along with other Pakistani military and ISI intelligence top brass got together in the province of Quetta, located on the border with Afghanistan, to form a militia movement consisting of religious students in Pakistani religious schools known as madrassas to gain control of Afghan mujahidin government.

While there are many reasons, many which have no direct link to the USA, namely religious extremism, the USA did play a vital role in their initial rise to power.

After the Afghan war in the 1980s against the Soviet Union, in which the US supported the Afghan side (and funded the creation of Al-Qaeda) there was chaos in Afghanistan. Lots of fueding territorial warlords.
The US supported and funded the rise of the Taliban in order to restore order to the country. This was because the US was pursuing access/permission to build an oil pipeline through the country, and needed the stability that the Taliban brought.
However, in the end the USA abandoned the Taliban b/c they awarded the oil pipeline contract to an Argentina company, instead of the USA. This was due to human rights pressure from the US that they didn't have to deal with from Argentina.
