easy peasy. the horse is at the end of it's rope 25 foot away from the hay and the rope is fixed 15 foot away from the horse, therefore if it walks the diameter of the circle to get to the hay.

Douglas has the answer. If the rope is tied to a stake the horse can move in a circle with a diameter of 30 feet. If he is exactly opposite the bale of hay on the circumference of the circle, he can move up to 30 feet to reach it in a straight line.
