On paper there seems to be a valid comparison but in reality there is none. There are some things that I really like in the Russian arsenal. I am a big fan of the RPG-7v, the 2S31 gun/mortor system, shtora-2 ATGM defense system, excellent long range artillery (like the 2S19), BRM-2, and IRM-2 immediately come to mind. The SA-10/20 is considered the best SAM system in the world.
Their aircraft have unsurpassed maneuverability and they have made a lot of serious upgrades to their Air to Air missiles. The Russians also have an awesome array of helicoptors.
That said, the Russian Army could not compete with the US army of today. There are serious problems with integration and combined arms tactics. The Russian military spends little time training, has almost no morale and is rife with corruption. The air force lacks any modern AWACS system which is the greatest force multiplier there is. It is one thing to have a snazzy fighter another thing to have the support craft to acquire targets and direct those fighters.
Russia does still produce some surprisingly good military hardware, it is usually just for the foreign market as the Russian military cannot afford it. If you know what the Dedovshina is and what the impact on recruiting and morale then you will know why it is possible to become a first sergeant in a matter of around 3 years. Russian tanks (yes even the T-90) and IFVs are inferior to the M1 and Bradley.
The only option for the Russians to prevent catastrophic defeat would be nuclear war.

The TSAR BOMBA was created in 1961. It's really an obsolete weapon. The concept of large nuclear weapons has been largely abandoned in favor of a large quantity of smaller ones. The total throw weight of nuclear weapons is limited by the Salt II agreements, making the two nations roughly equivalent.
The US has the edge in the sea battle due to the extreme quietness of it's submarine force. For years, the US has trailed Russian Ballistic missile submarines, and done so undetected. At the first sign of open conflict, the US shiops would sink the Russian ships, probalbly as they made preparations to fire.
The Russian navy, and even the submarine forces are largely in disrepair.
In the air battle, the two powers are roughly equivalent, with the US holding a slight advantage due to advanced stealth technology. In cruise missiles the US has the edge due to better computer control.
I would say overall, the US hold a slight edge over Russia in terms of the weapon systems alone.

It depends on what you're looking at, and what you're looking for.
Take the simple assault rifles, the M16 versus the AK47. M16 is more accurate to a longer range, but the AK47 is cheap to mass produce, and if you drop both in a mudhole, the AK47 is more likely to still work when you pull it out. Moreover, the AK can fire M16 rounds, but not vice-versa.
So you have to consider cost, accuracy, range, and reliability. No one has any weapon that is the best in its class for all of these criteria. To establish "best", you have to rank the different attributes.
For example, neither the AK47 nor the M16 beats a spear for cost, nor does any country make a hand grenade cheaper than a burning rag stuck in a bottle full of gasoline.

It seems like the russians develop more because more of their stuff is on the internet. Their stuff is leaked.
The US doesnt leak a whole lot. And i personally can attest to seeing some CRAZY military technology.
UAVs arent even the begining.
When it comes to a convential military threat, the US will beat anyone with flying colors, without even troops on ground.

We do...we have the money to attract the best minds in the world. It's the old carrot and stick thing...Russia still uses the old Czarist and Marxist idea of using threats to get results. Our capitalist government just goes into the international marketplace and just hires the best and brightest...they don't even have to go far, most of the brightest are at American Universities working on their Ph.D's...

USA technology have always been better that the Russians and when was not the USA had worked to better them self. That was one of the reason we won the cold war.

USA of course because we are developing direct energy weapons, aircraft that can shoot down ICBMs and more! Plus where are the Russian stealth bombers, mighty tanks and a bunch of aircraft carriers.
