What qualifies Marisa as your good friend? She is acting out some sort of aggression when she does something like that. She could be acting out some sort of sexual act done to her.
Ask her why she does this. Do her family members do this to her?
If it's not a "cry for help" from a sexually abused girl, then ask yourself if she jealous of you for some reason.
It sounds like some form of aggressive behavior based on a need for attention.

Take her shopping to a place where the clothes aren't something you'd wear. For example, you're a Banana Republic girl? Take her to Hot Topic! Help her cultivate her own style.

She'll learn when you both get arrested for indecent exposure.
Ripping off someone's clothing, especially in public, is not proper.

she adores you and wants to be like you. just tell her that your tired of her ripping off your style and that you want her to find a style all her own. do this in a nice way
