The smaller Japanese economy cars, like Honda, Nissan, Toyota, and Mazda have the best fuel economy. Illinois to Michigan should only be a one day drive, so not much difference in total cost. Most car rental companies do not stock all the economy cars, and yes they do have surcharges for any extras; like picking you up at your home or office, or collection charges for not returning the car to the leasing office. Ask for the best car in the economy class. You may have to make a reservation in advance to get one of these economy cars. You may find that a big Cadillac or Lincoln will be in an attractive price bracket, and they too can get pretty good gas mileage if you drive them carefully. Stay away from AVIS and HERTZ if you are looking for the absolute best daily or weekly rates. Ask for an estimate.

Honda Insight or some other gas/electric hybrid if available. Currently the Honda Civic Hybrid gets 49 city and 51 highway.

I think with renting a car, you'd have to call places that you may be renting from to see what cars they have available and which ones are most economical.
