In California it is now a 2 step process. First take the car with the DMV paperwork to a test only station. They will inspect the vehicle to make sure that the emmissions equipment for that model and year are installed, functioning correctly and have not been modified. (If your vehicle is from another state, it may not comply with California standards,)

They will then put probes into the exhaust pipe and monitors on the engine and perform tests on a dynonometer to check that the vehicle meets the emmission standards.

If it passes, they will enter the data into their computer and the information is transmitted directly to the DMV. You can now register your vehicle. If it fails, you will need to take it to another shop to have any remedial work performed to bring it up to standard.

If it passes, the total amount will be about $60 and it will take 30 mins to an hour. If it fails the total could be $150 - $350 dependent on what work needs to be done, including the re-test and could take a couple of days.
