Americans have one of the poorest literacy rates in the world, if you can't spell it properly how can you pronounce it.
So the first answer is positively wrong.
Educated persons from parts of England mostly speak proper English, don't confuse accent with speaking correctly.
Other countries where people speak correct English are British colonies and former colonies, like Canada EH!
