GIMP - it's free.

I'd go with The Gimp. It's free and available on many more operating systems than Photoshop. While it doesn't have many of the features professionals need for high quality printing or high-dynamic-range images, it's fine for most personal photo editing, drawing, or making graphics for websites.

Photoshop Elements. A lot cheaper and most of the function of Photoshop.
