No, you are not fat. With your height, you can weigh up to 77(you can find out more by googgling BMI=body mass index) kilograms and medically you would be considered healthy. It all depends on how you feel. If you feel good in your skin, if you're healthy(get blood tests done regularly to find out whether your calcium and vitamin levels are ok), if you don't feel exhausted at the smallest effort you make, then you're fine.
P.S.: I am 1,70 and I weigh 62 kilos(I have bigger muscles than most girls, because I used to play basketball and I still do strength training-by the way, 1 kg of muscle is much smaller in volume than 1 kg of fat, so 2 girls with the same weight might look completely different: if one is more muscular than the other she will be slimmer). I am not fat, i exercise regularly and I feel great. It's not about how much you weigh, but how you look and feel.

Have you heard a term called body mass index. It's a representation of whether you are fat or not.
It relates your weight to your height. You know if you are tall, you probably can be 65 kg yewt thin, while if you are not so tall, 65 kg would lokk quite a bit overweight.
Since you are a bit tall girl, probably 61 kg, is not overweight atall. Let's check in a minute.
Body Mass Index (BMI) = weight (kg) / ( height (m) x height (m))
BMI is the weight (in Kg) divided by the square of height (in m) OK?
So your BMI would be 61 / 1.76 * 1.76 = 19.7
Now you can compare your BMI with a chart so you can determine whether you are fat or not.
BMI Weight Status
Below 18.5 Underweight
18.5 - 24.9 Normal
25.0 - 29.9 Overweight
30.0 and Above Obese
So you weight is normal, but it is close to the lower limit, know what I mean. So you can still put on few more kilos, and still be "normal".
Make sure you don't go below 18.5 BMI value. It would not be healthy for you.
Have no doubts in mind you are not fat atall. Infact you are closer to thin than to fat, yet you are in normal range. You go girl............

Firstly, just responding to pedros above .
Where do you get your facts? 14% is not a good for a female!! Unless you are an athlete (female athletes BF 14% to 20%)! Essential fat for a female is 12% so 14% is extremely low. Women naturally carry more fat than men, and a low body fat on females can cause all sorts of health problems.

Your weight sounds perfect to me, and everyone else by the looks, but your the one who has to be happy! So I would recommend exercising daily, it will give you a great self esteem boost in regards to your body.

Don't trust height vs. weight charts to tell you whether you're fat or not! You have to find out what your body fat percentage is (this is how much of your body is actually fat). For a woman, 14% is a good percentage. You can find out your fat percentage at your local hospital or clinic, or you can buy a scale that measures the electrical resistance in your feet, and combines that with your weight to estimate your percentage.
61kg doesn't sound bad, but if you have a high fat percentage (in the high teens or 20's, or above), then that's how much of your weight is composed of fat!
The best person to help you figure this out is your nutritionist or doctor (if you're in school the nurse or health teacher/coach might be able to help you out in figuring out your fat percentage).
But remember, what's important is how you feel about yourself! As long as you're healthy and happy, you have nothing to worry about.

Listen Sarah; you're perfect. Look into the mirror(sounds silly I know) and say "I am beautiful; I have the perfect body and life." I would kill to be your size; look at this way; you'll always be able to find good looking clothes in your size. Bottom line, don't change; you are petite and that's great. To know whether you are actually fat or not you would have to find out your body fat percentage and your lean muscle mass percentage. Weight alone cannot tell you that - that is how the mighty scale tricks us!
