my son is 15 years old and masterbates once a day (atleast). and now he has dry skin on his outer foreskin and the is a white smelly fluid (not sperm) on his actual penis. He says it is itchy sometimes and the dry skin is sore. What will I do

As embarrassing as it is, have him checked out by a doctor, to rule out an infection, such thrush (yes mean get thrush too), the doctor will give him some medication to help with the itchy dry skin, and the infection if he has one.
But do ensure your son washes himself really well when showering, especially important if not circumcised.

wash a couple times a day and keep it all dry under skin. sounds like an infection.

I would have to ask him what he has been using on it. It sounds a little like an allergic reaction.
Put him in handcuffs behind his back until it heals. "this is just a little humor". I have a son also.
