Do you have someone who loves you always no matter how you are? Do you feel warm and comfortable around them?
You are not afraid every minute are you? Their love has cast out fear. You do not have to be afraid. That is the way it is between God and his children. His love takes away all fear.

John speaks about the importance of love. True Christianity is characterized by loving relationships in which there is no fear. God wants us to experience these relationships first with him then with other believers. We can trust God wholly,without fear, because the punishment for our sins has already taken place(through Christ) Where Love reigns we can be open and vulnerable with fellow believers, trusting that our honesty will not be used to hurt us. mature Christian love delights in helping others.

First of all, in order to see what that means you have to look at the entire paragraph. So, we start at verse 7 and read through to verse 21
God is the source of love.
This passage is speaking of walking in God's love. Faith and love are inseperable. Faith in God and our love for Him will keep us from any fear
Did you know that the opposite of fear is faith?

The love of God has defeated sin and fear. We are not to fear but trust in God.
2 Timothy 1:7 - For God hath not given us the spirit of fear; but of power, and of love, and of a sound mind.
Remember Psalms 23: 4 Yea, though I walk through the valley of the shadow of death, I will fear no evil: for thou art with me; thy rod and thy staff they comfort me.

I think that you must read that whole group of scriptures on the source of love, beginning with verse 7, and going through verse 21.
In verse 7, where John tells us to love one another, he is telling us that although love is an aspect of the spirit's fruit and an evidence of the new birth, it is something that we are responsible to develop. For this reason, John exhorts us to love others, to be concerned about them, and to seek and pray for their welfare. John is not talking about a feeling of goodwill, but a decision and a disposition to help people in their needs.
Because God loved us, we who have experienced His love, forgiveness and help are under obligation to help others, even at great personal cost. If we love one another, God continues to dwell in us and His love is perfected in us.
You may get burned by others sometimes, as not everyone shares this kind of love, but God will mark it as one of your signs of faith and belief.

This verse is saying we shoud not fear what will hapen to us if we love God. Full trust and love in God means not letting it bother you if others find your love for God odd. It means not fearing daily things but trusting in God to take care of you.

If you love you can not fear or be fearful of bad which brings on punishment.
Love is good, good does not bring on punishment so you need not fear.

1 John is actually one of my favorite books in the bible because it tells us that God is love. That's amazing to me.
You need to not isolate the single verse. It is connected to the surrounding verses. Read 1 John 4:13-21.
By this we know that we abide in him and he in us, because he has given us of his Spirit. And we have seen and do testify that the Father has sent his Son as the Savior of the world. God adides in those who confess that Jesus is the Son of God, and they abide in God. So we have known and believe the love that God has for us. God is love, and those who abide in love abide in God, and God abides in them. Love has been perfected among us in this: that we may have boldness on the day of judgment, because as he is, so are we in this world. There is no fear in love, but perfect love casts out fears; for fear has to do with punishment, and whoever fears has not reached perfection in love. We love because he first loved us. Those who say, "I love God," and hate their brothers or sisters, are liars; for those who do not love a brother or sister whom they have seen, cannot love God whom they have not seen. The commandment we have fromhim is this: those who love God must love their brothers and sisters also."
These verses afirm without qualification that the very nature of God is disclosed in love--love for God and for fellow human beings. The author flatly asserts that God is love. While the author may be thinking of love within the Christian community, these verses will come to be a touchstone for the centrality of Christian love for all persons, deriving from the experience of divine love displayed in the life and work of Jesus Christ. In these verses, the last days have begun, so a time of final reckoning is near; but believers have nothing to fear. God is perfect love. With that love we do not have a reason to fear. It also connects loving God with loving others. With Christ, we have a model and courage to live in this world without fear.
