Okay so my laptop has a little plug on the back that says "Monitor" ...I don't know what an S-video output thing is but I keep reading about it.
In Laymen's terms can you please tell me what I need to plug in my laptop to my television. MY TV is pretty brand new so it should have everything already needed.

If your TV has VGA input you can probably use a VGA cable from your laptop to your TV. If not, then you may need to use a Computer to TV convertor.

Your laptop has to have an S-video connector (round connector) in order to output via S-video (read your laptop manual to be sure)

Well, assuming that the video output jack on your computer is indeed S-video, you will have to go to your video card settings and activate that S-video output. Usually get to that by right clicking on your desktop and choosing the properties option, the settings and click on the advanced tab.
