If you train the bird in systematic way then definitely it will listen ur command and obey the same.

Absolutely.
When I was young and stupid I used to walk around town with scampy (my lutino cockatiel on my shoulder) one day a car started up and scared scampy and he flew across the road, then realized where I was and came back, and on the way back across the road; he was only three or four feet off the road, and a car had to slam on the brakes to keep from hurting him. This scared him even more, and he ignored me and kept flying. About 100 yards later he ran out of stamina and landed on the grass, and I was able to get him back. I never took my friend outside with me again.

no bird can be trained to sit on the fist loose and never fly away, something could scare it and it's natural instict is to fly away. You would have to either clip it's wings, which is not really fair on the bird. or in the case of falconry birds, put jesses on it.

Wild birds, don't bother. It's not good for a wild bird to loose its fear of humans.
Domestic cage bird, absolutely! Hold its favorite food on one hand and coax it up onto your other hand. It's the "carrot on a stick" method. If it comes up on your hand reward it with the food.

I wouldn't call it training but it is possible to gain the birds trust enough to have it sit on your hand.

Yes it is. I had a parakeet once that would sit on my finger and we would walk all over the house. I also taught him to talk.

Yep. Sure is! My macaw (Military), Rio is a wuss. He knows where his bread is buttered. He'd never DREAM of going anywhere away from me.

My last cockateil would sneak over to my shoulder and crawl under my neck and go to sleep. They have their own personality just like all other animals, including us.

yes..ofcourse...my parakeet sits on my index finger when i sit in my room.It won't fly off becoz i fliped its wings..
