I've seen both things done ... if you really feel uncomfortable in a dress, then go for the suit. There are no rules saying you can't wear a suit and a lot of female guests are beginning to follow that trend. Go for it!!!

A too-revealing dress should be off-limits at a wedding anyway...
Dress pants and a nice shirt should be fine, as a friend of the bride/bride's sister - none of the attention's really going to be on you, and that's how it should be: you're not the bride! Just be clean and presentable - you put a bit of effort into looking extra nice out of respect for how big an occasion it is for the people getting married!
For shoes, a classy little kitten heel gives you femininity without the headache of super high heels - I'm not fond of those either!!

Bright colors are always the best. Wear a flat heal, similar to penny loafers. The best thing to go with is a Kimono Shirt (or a flow-y shirt of any type) and some nice black/ brown pants (depending on the color scheme of the shirt). Something simple, yet colorful is always the best way to go.

If you don't like dresses the dressy pants and nice shirt will be ok as long as your not wearing blue jeans you should be fine!

It kinda depends on when it is(spring, summer, fall, winter) and if it's a day or evening wedding. If it's evening, the halter dress is perfect! If it's day, I would suggest something more light in color.
