Rodents are natural predators of birds and when you lock a bird in a cage and then introduce a predator to the area you cause extreme stress to the bird. This can lead to destructive behaviour, feather picking, screaming, moodiness and biting. They are not able to escape something that is terrifying them and that is just not right.

I strongly counsel against housing them near each other, if you must have both species in your house.

If you're talking about within a household, take note that many accidents occur between rodents and avians where one or more has/have to lose a toe(s). I've read many incidents of people I've personally known where a bird wandering around a rat's cage had been bitten and had to have a toe removed. When it didn't heal, the entire foot/leg had to be removed and now she has a one-legged quaker parrot. He's still happy, but it could have been avoided. The same can happen when a rat's near or on a bird's cage.

No. There may be rare cases. But in stories like Panchatantra etc., they get along.
