There was a man who is a US citizen and his parents are to but he has never set foot in a state?

Could be a couple of things. He could be from Washington D.C. which is not a state. He could have been born on a US military base outside of our borders and just lived his life there. There's probably a couple of other scenarios too.

He has lived in Washington D.C. all of his life! or He could have been born in a different country on a military base while his parents were in the military!

Aren't you automatically a US citizen when born to parents that are both US citizens, no matter where your mother gives birth to you?

If you are born to two US citizens, you are one no matter where you are born.
Also, US military base, and DC, but I think it's the first one.

no i haven't heard it before, sorry...but i have a two guesses:
either:
1) he has set 2 feet?
or
2) he's been to many states, not just one?

well, maybe he was born in the U.S. but when his parents took him home, they took him into a different country, like mexico.
