when a female dog in heat , stands ready for the male mate , but wo't let him penitrate ,.?

the female has been in and has been watched , taken to the mate , will stand while he mounts her but he won't let him in at all , this has been going on for about 4 days now .

get your dogs fixed. This world is overrun with unwanted dogs, and backyard breeding should not be done.,
