Eat more so you can exercise more.
Chicken legs probably means you have skinny legs in comparison to your gluts, right?
Do your legs look bowl-legged when you stand up, look in the mirror and lock your knees? If they don't, cool. If they do, this means that your calves haven't developed as much as you'd like, so do exercises that strengthen and tone your calves. The step machine is good for this. This is much better than wearing pumps, in my opinion!
Toning your butt is as simple as doing 3 sets of 12 to 15 of squats and lunges without weights, however, if you are short on time, this is what you do: 1 set of 15, then put a 5 lb. weight in each hand and do as many as you can. Work your way up to 15 reps with the 5lbs.
Adding weight also adds mass, but it looks better because you don't have as much untoned muscle. This is why you must eat more good nutritious food than you are right now. Not eating enough calories, vitamins and minerals causes untoned muscle everywhere on and in your body, so forget about spot-reduction, because it doesn't work. You might not consider yourself overweight, but if you aren't eating good food, then you will have untoned muscle (aka "flab").

bike riding is good, so is walking up and down stairs or better yet hills. All those things will help your chicken legs
too but you could also do some weight lifting specific to
legs. Knee extensions are great for quads, also try leg
presses.

Back when I was in high school I walked to and from school and I was on the swim team. It is amazing how toned my legs were just from those simple activities.
I find that walking, bike riding and swimming are great for those problem areas that you described.

You have two choices. Either reduce you butt or build up your legs. I would choose the first. Walking, squats, jumping jacks, etc. Good luck.
