If you can afford it, you can charter a plane from the Apple Valley airport which 10 mins from Victorville. You can fly from there to Sacramento Executive airport which is about 10 mins from the heart of Sacramento. The flight should take about 65 mins. So you can be in Sacramento in about one hour and 30 mins.

If you cannot afford that, then you can fly out from Ontario International Airport which is about 45 minutes away from Victorville, to Sacramento International Airport which is about 15 minutes from the heart of Sacramento. The flight takes about one hour and 15 minutes by Southwest Airlines. So if you consider the whole thing, you can make it from Victorville to Sacramento in about four hours:

45 mins to Ontario Airport,
1 hour for check-in and boarding
1:15 hours flight to Sacramento
30 mins for disembarkation and getting out of airport
15 mins to get to the heart of Sacramento

My recommendation would be to take Amtrak. They provide a train connection bus from Victorville to the San Joaquin train in Bakersfield which continues to Sacramento. The fares are pretty reasonable and travel time isn't bad.
