From a foreigner's point of view Norwegian is not that complicated to learn. Spelling is easy. And grammar is not very complicated.

If it would be easy for you to learn is also determinated by other factors like what is your linguistic background, how easy it is for you to develop listening and speaking skills and how much time you would be able to devote to your studies.

Yes it is. The people of Norway learn it naturally.
