need software to enable, i dont have it option on windows media, but i know there is software where it can enable the closed caption or even subtitle format

Video Lan Client (VLC) and Media Player Classic both support subtitle formats for video files.

The media you are playing needs to be converted if it is not already captioned by the provider. That gets expensive. I am seeing about $6.00 per minute to have captions done even with a transcript provided.
I have an idea though. Use a program called Dragon Speak Naturally (starting at about $100) or similar program, point your microphone toward the speakers while the media is playing and open the software in a smaller window in the corner. This is just an idea, but maybe you can make it work. I have no connection with the company that makes Dragon speak, my source and other mentions of that product are only to provide you with an example of that type of program and how much it costs.
